Kulkarni, B.A., B.A.M.& S., LL.M., Ph.D. (Law) 1) Preface - The college has been serving the society by imparting the value-based legal education since its establishment in June 1964. It is the old and reputed college in this area. It is situated in Dayanand Nagar, Raviwar Peth, Solapur. It is affiliated to Solapur University, Solapur. The college is registered with the Bar Council of India, New Delhi, under the Registration No.BCI/LE/DGBDLC/SLPR/SU/04/2002. It is a Hindi Linguistic Minority Institution. Besides providing and generating knowledge of law, the college aims at developing the students as successful lawyers, judges, legal advisors and academicians. The main aim of the college is not only to impart the theoretical education but also to give such practical education which will enable the students to work efficiently in this field. The college has succeeded in achieving these goals. Many graduates from this college are well-established in the Legal practice. Some of them are appointed as Judges. 2) Courses offered – The college provides following three courses – i) Three Years LL.B.Degree Course after Graduation (10+2+3 pattern) ii) Five Years LL.B.Degree Course after 12th Standard (10+2 pattern) iii) Two Years LL.M.Degree Course after LL.B.Degree Course. All the courses are run as semester system. 3) Intake Capacity i) First Year of the Three Year Law Course - 80+80=160 (Two Div.) ii) First Year of the Five Year Law Course - 80 (One Div.) iii) First Year of the LL.M. Course - 30 4) Standard of Passing – (For Semester System of LL.B. Degree Course) A candidate shall be declared passed in the examination of Semester, if he/she has secured minimum 17 marks in each paper and aggregate of 25 marks in all papers of Semester Examination / Attempt. However the condition of aggregate marks of 1st, 2nd, 3rd, and 4th Semester of Five Year LL.B.Degree Course will be of 23 marks. In case of Paper No.IX – Professional Ethics, Accountancy for Lawyers and Bar Bench Relations of Semester 7th & 8th of Five Year Law Course and 3rd & 4th of Three Year Law Course, a candidate shall be declared passed if he has secured minimum 13 marks and exemption will be available at 20 marks. 5) First Class & Distinction A candidate will be declared to have passed in First Class if he has obtained an aggregate of 60% or more marks and in Distinction if he has obtained an aggregate of 70% or more marks in two semesters taken together as under: - I & II - III & IV - V & VI - VII & VIII - IX & X 6) Freeships, Scholarships and other Concessions Students belonging to Backward Class (Scheduled Castes, Scheduled Tribes, Denotified and Nomadic Tribes) and ii) Economically Backward Class (Annual Income not exceeding Rs.15000/-) are eligible to get college fee from the Government. Students belonging to these categories shall take admission during the period fixed in the admission schedule, as declared for every year in the month of June in order to fulfil the attendances and progress requirement strictly laid down by the Government. Very strict note shall be taken of the non-attendance of the lectures by these students and cases of default shall be reported to the Government (Concession Sanctioning Authorities) for such action as may be prescribed by the rules. The Backward Class students, l at the time of admission, should submit Certificate in support of their belonging to such class (specifying caste and sub caste) from the appropriate authority. The Economically Backward Class student shall, at the time of admission, produce a certificate of income during the year previous to the year of joining this college. The B.C. students applying for Government of India (GOI) scholarship should submit following documents. i) Income Certificate of the previous years income from the appropriate authority. ii) Caste Certificate of the student. iii) Attested copy of the previous years mark-list. The student seeking other concession (e.g. E.B.C./P.T.C./S.T.C./ Ex-Serviceman/ Freedom fighters etc.) should submit at the time of admission the application for such concession along with the necessary certificates and documents. 7) LL.M Course CURRICULUM FOR LL.M. COURSE Objectives of the LL.M. Course: 1. The LL.M. Course being intended to produce academicians and lawyers of competence and expertise, it is imperative that the students should have an in depth knowledge not only of the concepts and Basic Principles of law, but also social, political and economic aspects of law. 2. To develop the capacity of the students for coherent and reasoned understanding as well as expression in the matters of legislative and judicial policy, legal process and legal institutions, methods of interpretation of laws and suggest pragmatic solutions to present institutional, legal and social problems. Rules for LL.M. Course : 1. The LL.M. Course shall be a full-time and a semester course. The LL.M. course can not be done externally i.e., without keeping regular terms in law college. 2. No two regular courses (Graduate, Post-graduate or Diploma courses) shall be done simultaneously. 3. Admissions are completely governed by rules and regulations made by the University from time to time. 4. Eligibility for Admission: 4.1. LL.M. First Year – For admission to the LL.M. Ist year, the candidate must have passed, the LL.B. three years degree course after graduation, or five years LL.B. course after XII the standard or equivalent qualifications, of this university or any other recognized university. Admission will be in accordance with the merit in the qualifying examination. 4.2. Semester II and Semester IV – Students will be allowed to keep terms for semester II and semester IV provided that they appear for semester I and semester III examination respectively, in all papers. 4.3. A student will be allowed to be admitted for LL.M.-II provided he/she has appeared for Semester-I and Semester-II Examination of LL.M. –I 4.4. The student may be admitted after LL.M. degree directly to LL.M. II 4.5. The student who has appered for Semester-III and Semister –IV of LL.M. II may be allowed to take admission to LL.M. -I
5. Admission – Admission will be given to LL.M.I or LL.M.II only in the month of June. Intake capacity for each year will be 30 students. 6. Standard of Passing – 6.1. To pass the LL.M. semester examination, a candidate must obtain 45% marks in each paper (The marks for the University examination and internal assessment being added up) and 50% marks in aggregate. Provided further that the difference between University examination and internal marks of a candidate for any paper shall not be more than 20%. If the marks obtained in the internal assessment by a candidate exceed the marks obtained by him in the University examination by more than 20%, the marks obtained by him in the internal assessment shall be brought down to that extent 6.2. Class and Distinction – a) Pass/Second Class – 50% marks or above and less than 55% marks b) Higher Second Class (B+) – 55% marks or more but less than 60% marks c) First Class – 60% marks or more but less than 70% marks d) Distinction – 70% marks or above e) Grace Marks – The candidate will be entitled to benefit of Grace marks as per University Rules. Higher Second Class (B+), First Class and Distinction will be based on the basis of the marks of all four semesters. f) Exemption – The candidate getting 50% or more marks in a paper may claim exemption within a period of two next consecutive years i.e.in all four consecutive chances excluding the first attempt. 7. Scheme of Examination – 7.1. At the end of each semester, a University examination (Theory paper) of three hours duration, carrying 60 marks per paper will be held. 7.2. In each paper except “Research Methodology and Legal Education”, there shall be 40 marks for internal assessment as follows - a) Seminar - 10 marks b) Home Assignment - 10 marks c) Written Tests - 10 marks d) Viva-voce - 10 marks 7.3. Viva-voce will be conducted by a concerned teacher in the presence of another teacher, nominated by the Principal/Head of the Department. 7.4. In “Research Methodology and Legal Education” the practical training shall include – a) Research paper & Viva-voce – 30 Marks b) Classroom Teaching – 10 Marks A Student shall have to deliver 3 lectures in the IInd semester on a given topic for 40 minutes in the presence of the concerned lecturer. 8. Attendance – No candidate will be allowed to appear for the examination unless he / she has completed 75% attendance in a given semester.
8) College Library The College has a spacious and well equipped Library. Regular students of the college will have its benefit for all working hours of the day. Books are from U.G.C. Book Bank Scheme are issued to deserving students on merit basis for use of home for whole year. 9) Legal Aid Clinic College runs Legal Aid Clinic to give legal advice and to provide free legal aid to people who are in need. Legal Aid Clinic is established in 1989. The main object of this clinic is to give advice to rural litigants about their legal problems. This facility is provided to the people to their doorsteps in the form of holding legal literacy camps in their villages. Dantkale Member Secretary 10) N.S.S. College is also having N.S.S. activity. Shri M.D. Katap is working as programme officer. College conducts extension activity through N.S.S. & Legal aid clinic. Under N.S.S. various legal awareness programmes like Aids awareness, environment awareness, health awareness, legal awareness is conducted by Poster exhibition & lectures. 11) Students Bar Association: Students Bar Association was established in 1998. Dayanand Law college is a pioneering college to organize state level seminars by inviting the students of all law colleges. Main object of this Bar Association is to give practical training to the students in true sense for organizing seminars, arranging lectures of experts and moot courts etc. The College conducts state level inter collegiate moot court competitions and its students to state and national level moot court competitions. 12) Sports The College always encourages Sports activities. Students of this college participate in National & International Sports and win Prizes. College is having almost all sports items viz. Cricket kits, Basket Ball, Hammer throw, Chess Boards, Table Tennis, Lawn Tennis, Badminton etc. The College has playground on 15 Acres Area. Following facilities are available : 1) 400 mt. Standard track- running, Jumping, throw field, 2) Basket Ball ground, 3) Hockey and foot-ball, 4) Gymnasium (Well equipment), 5) Kho-kho ground, 6) Kabaddi ground, 7) Hand ball ground,, 8) Cricket ground, 9) Volley ball ground, 10) Stadium for seating 500 viewers, 11) Table tennis facilities for ladies and gents, 12) Badminton court, 13) Tennis courts (2) 13) Hostel The college provides separate hostels, for boys and girls, in the college campus. The chief Warden and Assistant Wardens of the hostels take care of discipline, administration and day -to- day working. A Lady Warden looks after the discipline in ladies hostel. 14) Vidhi-Vani College not only provides law education but also believes in integrated development of the students. Therefore, Vidhi Vani was established to encourage students to demonstrate their skill in Painting, Essay writing, Poem writing, Article writing etc. 15) Rules of Discipline to be observed by the students 1. The students must observe silence while in the college premises. They must not loiter in the passage, corridors after the classes have begun. 2. Absolute silence must invariably be preserved in the Library as well as in the classrooms. The students must read quietly in the Library and spend their spare time in such a way as not to cause any disturbance to others. 3. Mobile Phone should be switched off or kept in silent or vibrating mode in the library, class-rooms and in the office. 4. No meeting or any other activity of the students shall be allowed in the college without the previous permission of the principal. 5. No student shall indulge in writing carving or otherwise causing any damage to furniture or any property belonging to the college. 6. The students must be punctual in attendance and must be in their seats at the commencement of the lecture. 7. The students should read the Notices daily which are displayed on the college Notice Board from time to time. 8. “Ragging” within or outside the college premises is prohibited. The student who commits ragging will be rusticated form the college immediately. Such student will be prosecuted under the Maharashtra Prohibition of Ragging Act, 1999 and if convicted is liable for the punishment of imprisonment which may extend to two years and shall also be liable to fine which may extend to ten thousand rupees. (Ragging means display of disorderly conduct, doing of any act which causes or is likely to cause physical or psychological harm or raise apprehension or fear or shame or embarrassment to a student in any educational institution and includes – i) teasing, abusing, threatening or playing practical jokes on or causing hurt to, such students or ii) asking a student to do any act or perform some thing which such student will not, in the ordinary course willingly do. 9. Prohibition of sexual Harassment – A committee as per Solapur University guidelines established in this matter. Any female candidate may approach to the principal if she had any complaint in this regard. 16) Prizes : The College Prizes will be awarded to the students who stand First in various subjects in the University Examinations provided they have passed in all subjects in that particular examination. In addition to the above, following Donor’s Prizes are awarded. 1. Late Kumari Anjali Garg Memorial Prize : Amount of Rs.101/- First in Total Pre-law – I April/May Exam. 5. Late Advocate V.V.Albal Prize : Amount of Rs.251/- First in Hindu Law in the College of fourth year New Law Course April/May Exam. 6. Late Mrs.Sushilabai Vibhute Memorial Prize : Amount of Rs.201/- First in Total at Vth Year New Law Course. 7. The students appearing for April/May University Examination will be considered for this prize. 17) College Timings: Lecture Hours: 7.30 a.m. onwards Office Hours : 10.30 a.m. to 6.00 p.m. Cash : 10.30 a.m. to 2.00 p.m. 0.30 a.m. to 12.00 noon on Saturday Library Hours: 9.30 a.m. to 5.00 p.m. 9.30 a.m. to 1.30 p.m. on Saturday. Lunch Hours: 2.00 p.m. to 2.30 p.m.
